Peggy is an accomplished executive leader with expertise in Payment Integrity; Fraud, Waste, and Abuse, and Medicare/Medicaid Managed Care. LaunchPoint Announces Appointment of Terri Kline to Board

Terri Kline brings expertise in health payer and health provider industries to board of directors of LaunchPoint, parent company of Discovery Health Partners

ITASCA, IL (May 2, 2016) – LaunchPoint, a provider of cloud-based solutions, software, and services for healthcare organizations, today announced it has appointed Terri Kline to its Board of Directors.  Kline’s appointment brings significant health payer and provider expertise to round out LaunchPoint’s board of seasoned health-technology and finance executives.

“Terri’s extensive health payer and health provider experience will be a tremendous asset to the LaunchPoint board, and when you couple that with her years as an experienced board member, it was a natural fit,” states Terrence Ryan, LaunchPoint CEO.  “Finding a match like Terri who understands how valuable the right board member is to the growth of a business and can back it up with incredible industry knowledge is a rare find, and we are pleased to have her join the team.”

Kline has spent nearly 35 years working in the health industry, two-thirds of them working with health plans.  Kline currently provides strategic healthcare consulting, due diligence, and interim management services to both development-stage and mature health organizations.  In addition, she is a Limited Partner and Member of the CEO Council at Council Capital.

“Having spent many years on both the health payer and provider sides of the claims process, I’ve seen how the system works for everyone involved and where the challenges and opportunities lie in the payment integrity space,” said Kline.  “LaunchPoint operates in a very technical business where we are helping payers and providers navigate the complex claims process, but in the end we are really helping them give their patients and customers a better experience.”

Kline currently serves as a Director of Presbyterian Health Plan and an Advisor to NFANT and Medivo. Previously, she served as a Director and Chairman of the Board for Availity, Medecision and Innovista Health Solutions. Kline was also the Senior Vice President & Chief Health Care Management Officer of Health Care Service Corporation (HCSC), a Senior Vice President of HealthSouth, the CEO of CHA Health (a University of Kentucky Health System Health Plan), the CEO of United Healthcare of Georgia, and the Regional Vice President of Aetna Health Plans. Her experience also includes executive roles with OnCare, PARTNERS National Health Plans, and the Voluntary Hospitals of America.  She received a BA in Biology from Kalamazoo College and a MPH from the University of Michigan. Kline resides in Georgia, where she is an avid tennis player, hiker, and supporter of the National Park Service.

Discovery Health Partners announces key operations appointments

Operations team expands to maintain superior client service and support amidst increasing demand for solutions and services

ITASCA, IL (March 16, 2016) – LaunchPoint, a provider of cloud-based solutions, software, and services for healthcare organizations, today announced it has filled three key operations executive roles to support its growing client base that includes 19 new clients in 2015. The executive additions will officially report under LaunchPoint’s Discovery Health Partners division.  They include Kathy Cortez, Vice President, Operations; Carol Pitts, Vice President, Account Management for Strategic Accounts; and Linda Atencio, Vice President, Account Management. Cortez, Pitts and Atencio join the Discovery Health Partners operations leadership team, which also includes Liz Longo, Vice President, Legal Services and Chief Legal Counsel, and Suzi Meschbach, Vice President, IT Services.

Cortez is responsible for day-to-day business operations surrounding client work and solutions delivery.  This includes running the Subrogation, COB, MSP Validation, and other solution teams. The account management roles filled by Pitts and Atencio ensure that every client gets the attention and tailored service level it needs.  They identify needs and opportunities at existing customers, support the smooth implementation of solutions for new customers, and nurture relationships at strategic, cornerstone accounts for the organization.

Kathy Cortez, newly appointed Vice President, Operations, has more than 25 years of experience in healthcare and health insurance, with an additional seven years in property, casualty, and workers compensation, where she gained extensive working knowledge of process and performance improvement.  Prior to Discovery Health Partners, Cortez held the role of Vice President, Operations, at Symphonix Health Insurance, a Medicare Part D start-up, where she provided strategic leadership from concept to implementation with 250 percent year-over-year growth. Before joining Symphonix, Cortez held senior roles at well-known plans and healthcare organizations such as Fidelis SeniorCare, CNA, LifeWatch, Caremark and Baxter Healthcare, where she created and successfully executed strategic, financial, and operating plans.  Cortez holds a Bachelor of Science degree from the University of Illinois and an MBA from the Kellogg School of Management, Northwestern University.

Carol Pitts brings 25 years of healthcare and technology experience to the role of Vice President, Account Management for Strategic Accounts.  In this role, Pitts will be responsible for leading the Strategic Account Management team and supporting customers to achieve their savings goals through the solutions and services Discovery Health Partners offers. Pitts joined LaunchPoint’s Discovery Health Partners team from Fallon Community Health where she was the Vice President, Claims Administration, concentrating her efforts on delivering excellent performance, implementing streamlined processes, improving effectiveness, and delivering bottom-line savings through auditing and recovery services. Prior to Fallon, Pitts served in a number of director and manager roles at various health organizations in the Northeast. With degrees from Northeastern University and Eastern Nazarene College, Pitts also holds a Medical Assistant Certificate from L.A. Wilson Technology Center in New York.

Linda Atencio, Vice President, Account Management, is responsible for maintaining and developing client relationships by handling client needs, discovering new opportunities, and coordinating with internal partners for successful outcomes.  Atencio brings more than 23 years of health plan and health insurance experience working for CIGNA, Lovelace, and Blue Cross/Blue Shield organizations.   As an Account Executive at Cigna Health Care, Atencio managed large employer groups with both ASO and fully insured funding. As the Regional Medicare Sales Manager at Lovelace Health Plan, she was successful in building strong sales and service teams, meeting and exceeding plan goals. Atencio brings to the team vast product knowledge, benefit administration, and process improvement abilities.

It’s the perfect time to evaluate your payment integrity technology

For many health plans, payment integrity is able to influence the bottom line in powerful ways. For payment integrity organizations (sometimes called cost containment), the new year is the perfect time to evaluate what has been working well and what can be done better and more efficiently. And often payment integrity technology is one of the areas that could use improvement. Payment integrity is traditionally a lower priority for IT support than core groups like Claims and Finance and as a result technology challenges arise including multiple sources of data, conflicting or inaccurate data, data integration challenges, manual workflows, multiple reporting systems, and on and on.

But creating a technology environment that can support payment integrity functions, whether that is claims recovery, subrogation, coordination of benefits, DRG, or others can bring IT and business managers together in their thinking. I recommend a “Payment Integrity Reference Architecture” that shows how payment integrity systems (such as recovery, case management, and reporting tools) integrate with enterprise IT to provide the backbone of a technology-enabled, data-driven payment integrity organization.

In a later piece I will describe this architecture more in-depth, but as you reconsider your technology environment and consider adopting a new Payment Integrity Reference Architecture, you will see  four specific layers of payment integrity technology emerge: Payment Integrity Services, Data and Analytics Services, Database Management Services, and Infrastructure Services.

The Infrastructure Services layer consists of foundational technology components that support all areas of the business and that are managed by corporate IT (includes networking, security, archiving, storage, and more). It’s important that this layer exists, but it is not directly relevant to the payment integrity discussion.

The next layer of our recommended Payment Integrity Reference Architecture is the Database Management Services layer. This layer contains data from internal groups and external partners – data that payment integrity groups need to use for their business processes. Some of this data will reside in core health plan systems, such as Finance, Claims, Enrollment, Pharmacy, and others. This layer usually consists of a corporate data warehouse that makes this core data available for all areas of the enterprise. From there, the data may flow into functional data marts, which allow for more flexibility to slice and dice data for functional analyses. As payment integrity functions mature within some plans, this layer may also include a Payment Integrity Hub, which establishes a system to coordinate recovery services across internal departments and external vendors in real-time.  The hub also provides visibility into work-in-progress for operations and forecasting.

Data and Analytics Services follows Database Management Services and refers to the technologies that help analyze, share, and report data. Within this layer are the analytics used to identify potential overpayments, duplicate payments, other party liability, other health insurance, etc. – opportunities to avoid or recover costs. In more mature organizations, this will include advanced analytic tools that look across diagnosis codes, dollar amounts, member histories, and many other data points to identify more potential recovery and savings opportunities.  This layer should also have reporting functionality.

The Payment Integrity Services layer includes the technologies that are specific to payment integrity functions.  Ideally, these tools should be relevant and useful across any area of payment integrity, whether coordination of benefits, subrogation, overpayment recovery, or others.  These are the tools that help automate some of the tedious or difficult tasks involved in payment integrity (for example, case identification, work assignments, work prioritization, and letter generation). They bring the automation, consistency, efficiency, and transparency that are cornerstones of a mature payment integrity function.

Throughout the evaluation process, keep in mind that your enterprise payment integrity efforts will benefit from technologies that can be used across payment integrity functions. For example, most payment integrity activities hinge on member eligibility information.  The goal should be to capture this information once and use it across all areas of payment integrity (and even with other areas, such as Claims and Finance). Likewise, a single Case Management tool should be able to service coordination of benefits as well as subrogation and any other area of payment integrity, so there is no sense in building or buying multiple versions of this functionality.
